Position Paper IFALPA: The Use of Satellite Voice Communications (SATVOICE) for Air Traffic Control Operations

The discussion of expanding Satellite Voice Communications (SATVOICE) into the realm of Direct Controller - Pilot Communications (DCPC) and as a sole source of Long Range Communications Systems (LRCS) is evolving. Many shortcomings have been identified and specifications for new system development needs to resolve these shortcomings before SATVOICE can be approved as a substitute means of communication. The limitations of current systems must be accounted for and the risks mitigated. The areas include Human Machine Interface (HMI), DCPC, ATC Vectoring, Call priorities, Satellite limitations, avionics limitations, flight plans, and Short Code implementation.

Safety Bulletin IFALPA: Auckland (NZAA) Unplanned Runway Closures

The Auckland Airport runway 23L/05R has been deteriorating over the past few years. The maintenance required to keep the runway surface in a usable condition has increased significantly, however, this has not kept up with the rate at which the runway is deteriorating. As a result, there have been over 15 short notice unplanned runway closures. One, on 24 January 2020, resulted in the runway being closed for 40 minutes and causing the diversion of 9 aircraft, including a wide body international arrival.

Safety Bulletin – East/West Traffic increases over Africa during Hajj Pilgrimage season

24 July 2019 - Every year, millions of pilgrims travel to Mecca and other religious sites in Saudi Arabia – and this changes the predominant traffic flow over the African continent. ATC in the most affected FIRs put standard routings in place to help flow that traffic.

Safety Bulletin – GNSS Vulnerabilities

18 July 2019 - The Regional Aviation Safety Group for the Middle East Region (RASG-MID) has issued a Safety Advisory concerning GNSS Vulnerabilities and provided guidance material to mitigate the safety and operational impact of GNSS service disruption. The Safety Advisories are issued to encourage States and aviation Stakeholders to adopt practices that mitigate major aviation safety risks in the Middle East Region as identified through the analysis of regional safety data. This IFALPA Safety Bulletin is meant to disseminate the information contained in the Safety Advisory.

Safety Bulletin : Expansion of In flight Broadcast Procedure (IFBP) within Ethiopian Airspace (Addis Ababa HAAA FIR)

31 août 2018 - IFALPA has been informed of some ATC coverage di culties within the Addis Ababa HAAA FIR. IATA has recom- mended an expansion of the IFBP to include Ethiopian airspace until the issues have been resolved. Please see the IATA Operations Notice below for more information.
